I ordered a bosal from a reputable maker, and he said he would be done it by Monday, Feb 17 and ship it a few days later
(the 22nd
).
It's basically a month later..... should it take this long to get from California to Alberta, Canada? I understand that sometimes things get stuck at the border, but seriously?
I've emailed the maker about a tracking number and haven't got a reply. I don't want to pester and call and be that demanding cow of a customer if it's normal for things to take this long....

You have way more patience than me!!! I would've started calling for a tracking number around March 1st. In this day and age it is no need to be in the dark, they can track everything now.
Sure hope it is just stuck at the border and will reach your doorstep soon.

I would be demanding a tracking number, like yesterday. By phone, email, Facebook, whatever it takes to get in touch with them. If the item is stuck in customs that's one thing, there is absolutely no excuse for them to not respond to your inquiries.

Shipped a headstall and breast collar to Canada from Texas and it took over a month to get there. Got stuck in customs. Had tracking and everything. My poor customer didn't get her headstall and breast collar in time for Christmas....
