	it looks like part of an arab horse costume class with horse and rider dressed in costumes .... or even an arab mare and baby show class. It is not a longe line or free style halter since they are generally small rolled leather and chin/nose chains to show off the head of the horse.. THAT'S MY GUESS ... They like the fringe off the browband too like the Arabian costumes like. Just another possibility. Obviously some kind of halter/muzzle/blinder operation. It's pretty and unique. Definitely a good wall hanger and conversation piece.
