lead change/forward motion?

I have a young mare that came off the track, only had a few starts though. She really lacks forward motion. Very quite and calm but just kind of dull too at times. I haven't been able to find a way to keep her feet moving forward with energy when she gets really dull or around the turns. Kissing, hissing, using my body, a tap from an over under, kicking, all of these things at the same time...I have not found anything that helps her keep that forward momentum.
The other issue I am having is lead changes. If I let her breeze through the pattern she does seem to switch correctly but if just slow loping shes not getting it and kind of stalls out coming around and out of the barrel. I was breaking her down into a trot and asking for the correct lead or stopping but she gets very worked up and tends to keep picking up the wrong lead and with her already not wanting to move forward it doesn't seem to be the best plan. She also doesnt seem to have a lot of confidence and I dont want to do anything to erode it more. I am fine for barrels I suppose since she does do it with more speed but I also do other events like figure 8 and she doesn't ever switch correctly in that either. Turning on the wrong lead doesn't bother her at all. She switches just fine for poles and if I put the figure 8 super close together she switches zero problem but move them out even a little and she wont switch. This is the only horse I have ever had any lead issues with and I cant figure out what I need to differently. If I lope a straight line and move my weight one way or another she swiches back and forth but on the pattern I cant get her to do it at all. She just kind of picks a lead and hold onto it for dear life.
What are some things I can work on to help her get the correct lead, and keep that forward motion?
