After everything yall did to accomadate him I would be turning the lights on whenever the h#%l I wanted to. Some people are just not happy in life no matter what you do!  
In our county there are pretty much zero rules or regs and this part of the greatness of living out in the sticks. Tell him to frickin move to some remote area of the u.s. like the deserts of N.M. or AZ.

We try to be very careful not to overdue and with all the rain we have had they have not been on much at all. We have never had to pay over the minimum on the electric bill.

I think we have covered all our bases so not much more to talk about. I guess if he wants to sue us we will see what happens. I have quite a bit of ammunition in my bag to come back fighting.

I'd suggest you walk around the yard in your shorts and flip flops with a gun belt and holster, talking to yourself and waving your arms.  That should get the neighbor to avoid you at all costs.

I guess I don't understand why you felt you had to ask his permissiong to put up lights on YOUR property.  As long as you didn't break any laws doing it.  It's your property.  It shouldn't matter what he has to say about it.  It sounds like you would have been respectful of him even if you hadn't asked if he was ok with it.
