why do you want to block them?  you can half halt and release and do this in transtions to.. its a process and takes time to do it correctly..:)  alot of our 5 yr olds we dont car where the head is when working on this.. we care where the body is and hind.. but lateral work will improve that alot.. get them thinking of their hind ..once you do this and feel like they are engaging more then you start suppling and asking them to round up ..if thats what you all want to do..
 Thank you! I've always thought you shouldn't let them carry their nose out. My mare is 4 and she carries her head higher with nose out than I like. When I ask her to bring it back she will. So here's my other question. If you don't have pressure on the reins when you ask to ride up into bridle, how do you keep them from just picking up the pace. I was also taught to put some pressure on the reins when asking them to ride up into bridle. 

as youngsters its hard for them .. differant opinions on this Im sure.. we allow them to carry head where they want as long as its not in the air that age.. then we start asking to suppleness.. as they get strong they balance out.. the ride into the bridle or push into the bit.. well there is a subtle way of asking .. body and seat and legs lil taps tap tap .. a balanced even hand.. it not driving them to it.. its asking .. but when they do it there has to a be a reward so not a pull or block but a contact yes.. as they come forward you ask them to supple down so you have to allow them to do that.. 
I see lots of hand and blocking to set a head .. back will hollow out and result is sore back.. its a building bridge per say.. get the hind strong  and back will follow and topline etc.. once that is achieved anything is possible.. the horse can carry you , you can put the horse anywhere.. get horse between your legs and you can direct it anywhere.. the bridle and bit is to direct but straight not to block or control... of course....... everyone does it differant.. and im not a barrel racing trainer.

I haven't gotten a chance to read each of your replies, but I see a LOT of very helpful information!

My husband took him to the practice pen over the weekend and I'm thinking I may have to admit it's my riding...
So I plan to try your suggestions and tips and go from there! And I do have my vet coming to check my open horse in the next couple weeks or so, so I'll let him check him out also just to be sure.
I'm leaning away from a soundness issue after reading a lot of your comments though, I think it's more of a conditioning/rider issue since he works so well with someone else and in a different area.
