I've heard that they can only be live covered? Is that true? Why can't they be AI'ed? And if they can only be LC how can I breed her to some of these race or barrel stallions when they only AI?

If your breeding for a TB then yes. You can AI her to a quarter horse, but the Jockey Club requires you to live cover. The rules don't allow for AI.

If you breed her to a quarter horse AI, you can register it AQHA as an appendix, but not in Jockey Club as a thoroughbred.

That's only if you're trying to get another registered thoroughbred. In order to be registered with the JC it has to be live cover with another registered TB. If you're breeding to a QH it doesn't matter because it wouldn't be eligible to be registered with the JC anyway.
It's just the way the TB industry is. They believe part of the magic of what makes a champion is the actual meeting of two horses. Plus it's helped keep their industry from being flooded by certain bloodlines because the stallions can only cover so many mares per season and the mares can only have 1 baby per season. I mean there are still pedigrees that dominate, but it's not like the barrel industry where we have famous mares having 8 babies per year via embryo transfer lol

Makes pedigree fraud a bit trickier as well.
I knew some QH people from my earlier show days who got into QUITE the pickle claiming they were using embryo transfer from a nice mare when in reality they were just breeding the recip mare and claiming embryo transfer. I don't remember the details, it's been over a decade now and I was fairly young and new to the show scene at the time.
