Paddling on front right?

So my horse has felt stiff but not really lame in the front right for a couple weeks as I was exercising him. Had to make hubby get on him to believe me. He's definitely paddling on the front right. Hubby thinks we should visit with the farrier first and then the vet.
What do you all think? What might cause this specifically, just shoulder soreness or more in the foot? When I looked it up, it said toeing in or being short trimmed to the inside could cause it a bit. I do know the horse doesn't toe in. Opinions? Advice? He doesn't seem to limp when you ride him
(doesn't go down and 'give'
) but it feels stiff because of this movement.
