I've got a horse that's always got his head in the air and then gets strung out around the barrels. I've been riding for a few weeks with it on his head and it's loose enough that his head can go as high as he wants before he makes any real contact with the bonnet. He can break at the poll and the withers but he wont keep himself that way though.
How far do you adjust it?

We have all the time in the world so I'm just tightening it down slowly as he starts carrying his body more correctly.

those are like tie downs, you just kinda gotta experiment till you find what works...imho... I would tighten it down if he can get his head up as high as he wants, but don't crank it down... just tighten it up a knotch or 2 and see if that levels him out... if not... try another knotch...
