Try Equi-West - they've made several custom size pony sets for me.  Don't know about fringe, but they have beautiful beaded tack.

Location: Southern Oregon		There are tons of custom tack places making them now days. I too have been looking. Although they are still priced like the big horse sets. cheapest I have seen was $325
