Subject: Getting More Speed ..

I have an older gelding that has been gamed on in his past. He is fairly fast running home, but always slows WAY down coming into the first barrel. (He isn't very spur friendly, and the shows only allow bats/ no crops).

Any exercises or things to get him to not rate so hard?
What are your recommendations to fix this?
