I'll keep it simple. I have a super nice horse runs indoor and outdoor. 1/2 D in North Texas except at this local outdoor pen. He just does not clock/work right there. Times aren't consistent, not just for us but I follow other people as well. Generally blows by 1st and ends up at bottom of 2d. I am blessed enough to be able to ride in the arena during the week for a fee and he works great, breeze him through and he works beautifully. We did take a big fall there about 3 years ago but have made some decent runs since, they have also moved barrel pattern forward about 10 feet. It's only in that pen he doesn't work right, like he doesn't like it? I don't think I'm going to take him back. It makes me feel bad. What would you do?

There is one pen where my gelding won't turn the first barrel. The first day I tried him was there, I almost fell off him turning the first, wrapped around his neck like a spider monkey to keep from hitting the ground and it scared him to death.   The last time I tried to run him there, I had to back him up the alley to get him in, eased to the first, and he still didn't turn it.  I decided it wasn't worth the stress on either of us and I just won't run him there again.

Yes, these critters have opinions.  I have had a few horses over the years that they just don't like certain pens.  Could be the ground, etc.  Who knows.  Might just be a place you take him to exercise him, but I wouldn't run him there if he just doesn't like it.  Pick and choose your pens where he excels and you both are comfortable.  I recently have a 4 y/o not run like himself in a pen. . I informed him he was too young to have an opinion yet. By the 4th run in the pen and he went down. . I decided he knew better than me. Trust your horse.
